Allen T. Riggs: Clinical Director/Owner

Allen T. Riggs is a Licensed Professional Counselor and is the Clinical Director at Eagle Valley Youth Ranch. Allen is licensed in the state of Utah and is a National Certified Counselor with the National Board for Certified Counselors (NBCC). He is also a current member of the American Counseling Association and is a Designated Examiner for the state of Utah. Allen obtained his degree in counseling from Northern Arizona University. His undergraduate degrees were earned from Dixie College (Psychology and Corrections) and Utah State University (Psychology and Family and Human Development).

Allen has worked in a wide variety of clinical settings to include secure juvenile detention facilities, outpatient mental health, therapeutic foster care, crisis services and in home therapy. Allen has worked in the public mental health system for the majority of his professional career and has had extensive opportunities to work with a very wide variety of mental health and substance abuse conditions with both youth and adults. In individual therapy, Allen draws upon the tenets of Cognitive Behavioral Therapy and blends in other clinical techniques from various treatment modalities. When conducting family therapy, Allen utilizes the Functional Family Therapy (FFT) approach in which he has received post degree training and certification. Specifically, Allen has worked with youth and their families using the FFT model which is aimed at reducing recidivism of criminal offending and focuses on building a network of support in families that is beneficial for both the youth, their siblings, parents and/or other members of the family system. Allen believes that no approach will compensate for the lack of a therapeutic relationship between the youth, the therapist and the family and he believes that all individuals are capable of personal progression regardless of past experience, diagnostic labels, family and or personal situations or genetics. Allen has presented to civic, religious and educational groups on a wide variety of topics ranging from building relationships and understanding the differences between male and female communication to such topics as crisis intervention and suicide prevention. Finally, based upon training and experience, Allen believes that successful transition back into the home depends largely upon the network of support that must be established prior to the youths return to their community and his focus in the work with the youth and their families will be to establish that network in a consistent and community based manner.

p_travis.jpg Travis and Cheryl LeFevre: Vice-President/Accounts Payable & Receivables/Owner

Travis has been a business manager for an area business for the last ten years. He has volunteered his time over the last year at local residential treatment facilities. He is a certified Positive Control Systems (PCS) instructor and will be responsible for staff training in de-escalation techniques at Eagle Valley Youth Ranch. Travis has been an active volunteer firefighter for ten years. During this time, he has studied firefighter skills at Utah Valley State College and has earned his Firefighter II certification. He currently serves on the Search and Rescue Team and District 5 Regional Hazmat Team. Travis teaches fire fighting classes throughout the state on behalf of the Utah Fire Academy.

p_reed.jpg Reed and Mary LeFevre: President/Owner & Special Activities Coordinator

Reed and Mary LeFevre have been married for over 45 years. They have six children, seventeen grandchildren, and nine great-grandchildren. Mary is an avid gardener and Reed runs his own business. In their spare time both enjoy visits from their grandchildren and fishing trips. Reed has owned his own business since 1984 and has served as mayor of the town of Tropic as well as on the town council. Reed will be responsible for planning and overseeing community service projects for the students in the community. Mary will use her expertise in gardening along with her green thumb, to assist in the agricultural and ranch care program. She will also be using her many years of cooking experience to help out in the kitchen.

Sheila Harper: Admissions Director/Owner

Sheila and her husband, Clayton, live in Duchesne Utah. They have five children and one grand child. Clayton works for the US government as a postmaster. Clayton is also the commander of search and rescue for Duchesne county. He also works as a substitute bus driver for the Duchesne county school district. He also enjoys scouting with his sons, being a little league coach and helping coach the wrestling team. Clayton enjoys being a husband and father and also working with the youth in his church and community.

Sheila has worked as a payroll clerk for the Peppermill Inn and Casino. She has also worked for an insurance office as an assistant for an insurance agent and customer service representative. Sheila has helped coach the Duchesne High School drill team and has enjoyed working with the youth in her local church and community. But most of all Sheila’s enjoys being a wife and a full time mother.

Sheila is the Admissions Director for Eagle Valley Youth Ranch. She will work hard to help you understand the different aspects of Eagle Valley Youth Ranch and will help you with any questions you might have about our program.
